Job Role

Representations and Appeals officer working in Parking Services dealing with challenges, representations and appeals relating to the issue of Penalty Charge Notices.

Deliver a range of complex technical and core administrative tasks to ensure all statutory documents, challenges, administration of representations, appeals and debt recovery functions are completed in accordance with legislation, the Environment and Traffic Adjudicators guidelines, Council policy and within statutory timescales.



Key Responsibilities

Maintain an understanding of the operational workflow processes and linkage with the wider Parking Services team.

Maintain and develop an effective and efficient internal communications system between the parking appeals team, the parking operations team and across the whole of the parking services team.

Assist with PCN administration process such as processing of incoming and outgoing post, respond to customer queries efficiently over the telephone, and assist with any administration tasks as and when required.

Provide expertise, advice and management information to assist with the operational and practical implications of proposals, feasibility studies/research and legislative requirements relating to PCN challenges / appeals.

Receive, process and bank PCN payments. Ensure efficient and accurate maintenance of PCN income records providing a clear audit trail. Ensure compliance with cash handling and security guidelines and procedures.

Process and investigate appeals against the issue of PCNs in accordance with the relevant legislation, regulations, traffic orders, and Council's policy on parking
enforcement (Parking Enforcement Protocol)

Assist in the investigation and processing of appeals made to the ETA (Environmental& Traffic Adjudicators) including the preparation of case files, clarification of
information, preparation of focused, accurate and well-presented records and reports relating to the issue of PCNs and the processing of any earlier appeals.
